Public comments sought on county Transportation Capital Improvement Plan and Program Update

Multnomah County welcomes public comments on its proposed Transportation Capital Improvement Plan and Program (CIPP) Biennial Update for Fiscal Years 2014-2018.

The purpose of the CIPP is to ensure limited public funds are invested in transportation projects providing the greatest public benefit. The plan is updated every five years and is reviewed biennially for programming corrections. In addition to programming corrections, this biennial update includes updates to the Willamette River bridges and fish passage culvert criteria and prioritized project lists.

The Public Review Draft of the CIPP can be reviewed online at multco.us/cipp. To submit comments or questions about the proposed CIPP update, email them to trans.plan@multco.us or by mail to: CIPP Comments, 1600 S.E. 190th Avenue, Portland, OR 97233. Comments can also be submitted online at the website.  Public comments are welcome through May 6, 2015.The Multnomah County Board of Commissioners will conduct a hearing on the adoption of the CIPP Update, tentatively scheduled for May 28, 2015.

What is the CIPP Process?

The CIPP is a two-part process. The Capital Improvement Plan identifies and ranks transportation improvement needs on county roadways and bridges over the next 20 years.  The county’s network of roads and bridges lies outside the cities of Gresham and Portland, with the exception of five Willamette River bridges within Portland.

Projects that accommodate all modes of transportation — motor vehicle, pedestrian and bicycle, and improvements to fish passage culverts — are considered. County staff use objective criteria to evaluate and score potential projects. Criteria include safety, health, equity, access to transit, congestion relief, support of regional land use goals, and community support.

The Capital Improvement Program assigns anticipated revenues to the highest priority projects for a five-year period. The program is reviewed by the County Transportation Division annually for programming updates. The annual updates ensure that anticipated capital revenues are adjusted to more current projections, and capital project expenditures are allocated appropriately.
