December 2016 Safety Meeting Notes

Tim Burke:  Multnomah County Roads:  The Larch Mountain gate was closed on November 23, 2016.  (Above the gate is used by crews for training with snow plows and other winter equipment, if you're out snowmobiling please be aware.)
The de-icer trucks are out today getting ready for the upcoming ice storm, there will be crews working Thursday night to try and keep all roads open.  County crews expect to be working 24 hour coverage during this event. 

Kent Kasch:  ODOT:  crews are focused on routine maintenance. 
Posts have been ordered for the broken guard rail down by Stark, it is estimated three months before the material will be in. 
There has been some slide activity at the Larch/Old Scenic Highway slide, crews were out on a Saturday to clean up most recent slide. 
The mainline road has been de-iced (ODOT uses a Magnesium/Chloride mix, not salt) and ODOT crews will also be splitting so there will be 24 hour coverage with the expected storm.

Deputy Graziano:  MCSO:  The Citizen's Patrol has a new portable repeater, this was able to be put together for less than $150 and will help if the main fixed repeater goes down. 
There has been a lot of illegal dumping in the area lately.  A tip by a resident helped catch a dumping of tires, those responsible were held accountable and cleaned up the damage they had done. 
Expect to see some new faces in our area, MCSO has some new hires and they will be getting some training here.
The City of Fairview has expressed an interest in having MCSO do a law enforcement partnership similar to the City of Troutdale.  They are also interested in having a Community Resource Officer.

Ana Snyder:  Springdale Job Corp:  They have a new group of students starting with the Citizen's Patrol, this has been a great "hands-on" experience for the students who are interested in going into law enforcement.
 Winter break starts on December 15 and goes until January 5, 2017.  This is the perfect time for the staff to get their required training done and keep them current on certifications.

The Student Government is doing a toy drive right now to benefit SnowCap.  If you have a new, unwrapped toy that you'd like to donate you can drop it off at the front gate.

Bob Raymond:  Citizen's Patrol:  There are a lot of things that can happen up here, many new residents are not aware of how isolated we can be when storms hit.  Keep an eye on new neighbors.

Kristin Stallman:  ODOT:  November was the month that grant money was awarded.  ODOT received a 28 million dollar grant for the engineering work at Mitchell Point (http://www.hoodrivernews.com/news/2016/nov/26/feds-grant-28m-mitchell-point-crossing/
Another grant that was successful in a 2.2 million dollar grant to help continue the Columbia Gorge Express for the next four years.  Some of the grant will go towards increasing the sizes of the buses to 30 passenger to help with wait times, and a 67 passenger coach for some of the runs.  Bus stop amenities are also being included in this grant, and funds for two staff personnel to help with the program.  For 2017 the Express is going to be running Friday, Saturday, Sunday and Holidays, but in 2018 there are plans to expand it to seven days a week and extend the route up to Hood River.
Historical Columbia River Traffic Mitigation received $375,000 in grant money.  This will go towards determining the scope of work, hiring a consultant, and data collection.  ODOT has gathered some traffic counts this past summer that will be shared with the group at January's meeting, more information on active traffic counts is needed.  ODOT would like community input on how to control congestion and will be reaching out to the community to build on the earlier discussion.
Work to repair the viaducts by Multnomah Falls is being planned.  This work will not increase the width of the viaducts and scheduling is key since the road will need to be shut to do the work.
The Forest Service also received some grant money and one of their focuses will be to determine who owns the parking lot at Multnomah Falls.  Determining who the owners are will help remove a road block to making decisions.

Malcolm Fruend:  Historical Society:  They had an inmate crew at the Historical site to help with clean up and maintenance.  Hope to have another day with the crew later this year to finish up.
Ground breaking is tentatively  scheduled for Spring.

Ron Cannon
:  Citizen's Patrol:  C.P. assisted in the Troutdale tree lighting and help with the Veteran's Appreciation Breakfast in November. 
C.P. is also doing a toy drive down at Wal-Mart to assist SnowCap.  Next weekend is their last weekend for doing it.  If you don't feel like going down to Wal-Mart to donate, drop your toy off at the Job Corp.

Anna Fuller:  Multnomah County Deputy District Attorney:  Robin Sells has been hired by Gresham as their Police Chief.  (http://portlandtribune.com/go/42-news/332677-212300-robin-sells-named-gresham-police-chief).
There have been different protests since the election, with over 120 arrests.  The D.A.'s office is determining which actions will be prosecuted  as crimes or violations. 

Kathy Fruend:  Historical Society:  This Saturday is the annual meeting from 11-4 at the Fire Hall. 
An architect has been hired and the Crown Point County Museum hopes to break ground no later than August.

Jack Garrison:  Corbett Water District Board Member:  CWD has a grant program to help change out your old toilets to more water efficient toilets.  You can get up to two per customer.  (http://www.corbettwaterdistrict.com/Toilet-Rebate-Program.html)
Jeff Busto has been hired as the new District Manager.

There is a weather station now installed at the treatment plant on Donahue.
