Multnomah County Transportation updates plan for snow and ice removal

With the arrival of winter, Multnomah County Transportation has updated its snow and ice removal plan, which is available online at multco.us/roads/snow-and-ice-plan.

The plan identifies which county roads are the highest priority for road maintenance response in a snow or ice event:

●     Priority 1 Routes: These are the most heavily used arterial routes, where schools, hospitals, fire stations and important emergency services are located.  These roads receive the first and highest level of service in a snow or ice event.  Examples of Priority 1 roads are NW Skyline Blvd. in west county and SE Oxbow Drive in east county.

●     Priority 2 Routes: These are secondary roads, often residential side roads, which are plowed and sanded when resources become available, after Priority 1 roads are deemed safe for travel. In severe storm conditions, this may not occur for two or three days. Examples of Priority 2 roads are NW Reeder Road in west county and NE Mershon Road in east county.

In addition to Priority 1 and 2 routes, Multnomah County has several miles of gravel roads in unincorporated east county that are not plowed because doing so would damage the road bed.

The snow and ice plan web page includes a map that shows the Priority 1 and 2 roads.  Multnomah County maintains the highest elevation roads in the county, including Larch Mountain Road in the Corbett area and sections of NW Skyline Blvd. in the rural west hills.

The plan has been revised to target areas that experience high snow drifts due to wind or unique geography.  Updates made for this winter’s plan include:

●     In rural west county, several road sections are now Priority 1 roads:

○     NW Newberry Road from Highway 30 to the Portland city limit

○     The Sauvie Island Bridge and NW Gillihan Road from the bridge to the TriMet park and ride near the bridge

●     In rural east county, several road sections are now Priority 1 roads:

○     Stark Street from the Stark Street Bridge to near 257th Drive

○     Haines Road between Larch Mountain Road and Brower Road near Corbett

Another change is that ODOT now has jurisdiction for NW Cornelius Pass Road, after the road was transferred from Multnomah and Washington counties to ODOT in March.

For more information, visit our Snow and Ice Plan webpage.  Multnomah County maintains 269 miles of roads in unincorporated areas and four east county cities, and five Willamette River bridges in Portland.

Upper Larch Mountain Road closes November 29

Multnomah County Transportation will close the upper section of Larch Mountain Road in the Columbia Gorge on Monday, November 29 for the winter season.  The closure will be in place by 9 am.  Every autumn the county closes upper Larch Mountain Road by installing a snow gate near milepost 10.  The closure protects the traveling public from adverse weather conditions and reduces maintenance costs associated with snow removal.  The gate is opened each spring.

Larch Mountain Road is the highest road in Multnomah County, reaching an altitude of 4055 feet.  The snow gate is at an elevation of approximately 2300 feet.  Multnomah County maintains Larch Mountain Road and 269 miles of roads.  For more information, visit https://multco.us/roads/larch-mountain-road.

Corbett Hill Road Paving Update for Oct. 8, 2021
Recently Completed Work:
Stormwater Drains: Frames for stormwater catch basins were raised to match the higher profile of the re-paved road.
Shoulders: Aggregate rock was placed on shoulders along the road.
Striping: Lane striping was completed.
Guardrails: The height of guardrails was adjusted to match the higher profile of the repaved road. Damaged guardrails were repaired and new “soft-stop” end caps were installed at the end of several guardrails. These end caps improve driver safety by absorbing a crash impact while also stopping a vehicle before it leaves the road.
Remaining Work
Any work after Oct. 8 will be clean-up tasks or minor adjustments. No remaining work will impact traffic significantly.
Our thanks to all residents and road users for their patience during this short project. We hope you enjoy the smoother road surface.

Corbett Hill Road Paving Update for Sept. 28, 2021

Project Status

Paving: was completed on Saturday, Sept. 25 before rains arrived.

Stormwater Drains: Frames for stormwater catch basins will be raised on Thursday, Sept. 30 to match the higher profile of the re-paved road

Shoulders: On Thursday, Sept. 30, aggregate rock will be placed on shoulders along the road. This work will require flaggers.

Striping: Depending on weather, lane striping will be applied on Wednesday, Sept. 29 or Friday, Oct. 1. Lane striping will require dry weather.  This will take about three to four hours and will require flaggers and a pilot car, similar to the traffic control used on paving days.

Guardrails: Next week the height of guardrails will be adjusted due to the higher profile of the repaved road. We expect the work on the guardrails to take most of the week.  Some damaged guardrail will be repaired. This work will also require flagging traffic at times for safety.

Project Completion: Weather permitting, all field work should be complete by Friday, Oct. 8.

Corbett Hill Road Paving Update (9/24/21)

"Paving Schedule:  Due to a forecast for rain on Monday, Sept. 27, our contractor plans to pave Corbett Hill Road today and Saturday, Sept. 25 from 7 am to as late as 7 pm.  The work on Saturday will allow the project to stay on schedule.  An additional paving day may be needed next week.
Other Work: Temporary centerline delineation will be installed after paving. After paving, we will be back to a standard flagging operation without the pilot car. Crews will be working on placing the gravel shoulders and replacing a concrete driveway near the bottom of the hill. Then crews will adjust and replace sections of guardrail and add the centerline and fog line striping starting late next week. The project should be complete by October 8.

NEWS RELEASE
Corbett Hill Road paving project begins Sept. 21

A project that will repave Corbett Hill Road near the community of Corbett begins Tuesday, September 21 and is scheduled to be complete by October 1. After completing preparation tasks, paving is planned on September 23, 24 and 27, weather permitting.

The road will remain open to traffic, with flaggers and pilot cars directing traffic on a single lane at times. Drivers should expect delays of up to 15 minutes during peak daytime travel hours. There are no nearby alternate routes. Depending on the destination, the Historic Columbia River Highway also links Corbett to Interstate 84 to the east and west.

Corbett Hill Road is the main road connecting Interstate 84 with Corbett. The mile and a half-long road has a steep grade and numerous curves. The contractor, Brix Paving Northwest, will repave the road from just west of Rasmussen Road near the freeway to the Historic Columbia River Highway at the top of the hill. The contractor will:

• Remove the current lane striping

• Add a two inch asphalt overlay on top of existing pavement

• Tie in paving to adjoining driveways and crossroads

• Adjust guardrail heights and repair or replace damaged guardrails

• Add gravel to shoulders

• Apply new lane striping

The contractor will work weekdays from 7 am until about 5:30 pm. Some work is weather dependent. Weekend work may be needed.

Multnomah County maintains Corbett Hill Road and 269 miles of roads in east county cities and unincorporated areas. For project information or to sign up for project updates, visit www.multco.us/roads/webform/corbett-hill-road-paving or follow us on Twitter @MultCoRoads.
